In Romeo and Juliet, why does Romeo refuse to surrender to Paris and accept his punishment?

So in Act V, Romeo meets Paris in the tomb, and Paris tries to apprehend Romeo at the tomb. Romeo refuses to be arrested, but why? I don't understand. Is it because he is in love with Juliet and Paris is stopping him from seeing Juliet? Or what?
