What is the point of street lamps?

As life changes rules are made to avoid problems and address issues facing the citizens and businesses. The street lights have been part of this process and light levels are set for safety reasons. There are alternatives now such as LED's. But they are quite costly initially which is generally the biggest reason more areas don't switch over to them. The upside is with today's energy prices the pay back is much quicker.
