USAF PCS Question!! Please help!?

Ok...my husband is on a one year remote to South Korea, unaccompanied. He has follow-on orders to Guam. He will be done in Korea in November 2010 and our NLT for Guam is 19 December 2010. We have the date but not the actual orders yet. The AF people in Korea are telling us that as soon as the orders are cut I can move our stuff and me to Guam and then he can meet me there after Korea. The AF people here are telling me that as soon as the orders are cut I can ship our stuff but the soonest I can actually go is 1 December 2010. Does anyone know anything about this or who is right?
